Cost guides report a typical water damage restoration job at $1,383 to $6,369 nationally (HomeAdvisor, average about $3,868) and $1,597 to $5,456 for Philadelphia (Angi, average about $3,527). A stone-basement rowhouse can land higher. Your own number is a working estimate until a technician reads the moisture on site, and the emergency-stage price is approved before work starts.

Pipes freeze first where cold reaches them: unheated cellars, crawl spaces under additions, exterior stone or brick walls and vacant houses. Ice plugs the crack, so the leak usually appears on the thaw. Before a freeze, keep heat on and know your main shut-off. If a pipe bursts, close the main valve, stay clear of wet outlets and call.

It depends on the cause and on your own policy, and only your insurer can say. Sudden and accidental damage, such as a burst pipe, is often covered. Long-term leaks usually are not. Flood needs a separate policy, and sewer or sump backup is typically covered only with an endorsement. Check your policy wording with your agent.

Old rubble-stone and brick cellar walls seep because they are porous masonry in soft mortar, set in ground that fills with water after long rain. Water moves through the wall face, not just cracks. Sealing the inside of a wet wall can trap moisture. Restoration dries the cellar; a mason or waterproofing contractor addresses why it is wet.

A sewer backup pushes wastewater up through a floor drain, toilet or basement fixture, and it is Category 3 water. Stay out, keep power and children away, and do not try to dry it yourself. Porous materials usually go, hard surfaces are cleaned and disinfected, and a backwater valve can reduce the odds of a repeat.

On September 1, 2021, the remnants of Hurricane Ida dropped roughly 5 to 10 inches of rain on eastern Pennsylvania, most of it in a little over six hours. The Wissahickon reached 17.74 feet at Fort Washington, and the Schuylkill at Norristown set a record. The lessons are insurance, speed and preparation.

Pennsylvania does not issue a general contractor license. Most home improvement contractors must register with the Attorney General's Office under the Home Improvement Consumer Protection Act, and jobs over $500 need a written contract that carries the registration number. Registration is a baseline check, not a guarantee of quality, so ask questions too.

An ice dam forms when heat escaping into the attic melts snow on a warm part of the roof, and the meltwater refreezes at the cold eave. The ridge of ice blocks the runoff, and water backs up under the shingles into the ceiling. Older houses with thin insulation and little ventilation get them most.
